Requirements

Must:
- Technical Expertise: Strong requirements engineering and systems engineering skills, with experience in verification & validation (V&V) and test planning. Proficiency with requirements management tools such as DOORS, Dimensions RM, and Power BI. A solid understanding of MOD procurement methods and public sector scrutiny is essential. - Analytical & Communication Skills: Strong data analysis, performance assessment, and reporting capabilities. Excellent written and verbal communication skills, with experience in producing technical documentation. The ability to persuade, challenge, and negotiate effectively with senior stakeholders is crucial. - Security & Compliance: UK Security Clearance (SC required, DV preferred). A robust understanding of public sector governance, MOD procurement, and Defence Operating Models is necessary.

Responsibilities

- Requirements Engineering & System Modelling: I will lead the capture, definition, and management of complex system requirements, applying integrated requirements engineering approaches to align procurement and engineering objectives. I will use modelling and architectural frameworks (e.g., TOGAF) to analyze system capabilities and work with tools such as DOORS and Dimensions RM. - Verification, Validation & Performance Analysis: I will define test, evaluation, and acceptance criteria for large-scale programmes, conduct performance analysis and reporting to assess supplier performance, and ensure requirements traceability and compliance with MOD procurement standards. I will apply Golden Thread principles, linking capability, programme-level assumptions, and system-level requirements. - Stakeholder Management & Collaboration: I will act as a liaison between technical teams, procurement, and senior stakeholders, providing strategic guidance on procurement scrutiny and governance in the public sector. I will support risk assessment, change management, and business case development. - Process Improvement & Knowledge Sharing: I will drive continuous improvement by identifying efficiencies and best practices in procurement processes, coach and mentor junior engineers, and contribute to bid development and business growth strategies.
