Requirements
Must:
I am looking for procurement professionals with experience in delivering the end-to-end procurement process, including developing tender packs and reviewing specifications. You should possess strong stakeholder management skills, enabling you to build productive relationships with both internal and external stakeholders in a procurement environment. Project management skills are essential, as you will need to manage multiple projects effectively. Additionally, you must be able to provide clear and concise procurement advice, demonstrating high-level analytical and problem-solving skills, along with exceptional written and verbal communication skills. A proactive, solutions-focused mindset with a commitment to continuous improvement is crucial. Experience in using e-sourcing tools is also required.
Essential Criteria:
- Experience in a procurement, commercial, or buying role.
- Strong knowledge of writing contractual requirements and assessing specifications.
- A proven track record of successfully delivering procurements on time and in line with business requirements.
- Experience in preparing, reviewing, and agreeing contract terms and conditions.
- Demonstrated experience working with the supplier market to deliver market engagement or negotiations.
- Excellent verbal and written communication skills, with the ability to engage effectively with stakeholders at all levels.
- Ability to influence and build relationships both internally and externally.
- Evidence of flexibility and adaptability in working across teams and managing competing priorities.
- MCIPS/equivalent qualification, or significant relevant experience.
Desirable Criteria:
- Procurement experience in a public sector environment or regulated industry, such as working under the Procurement Regulations 2015.
- Understanding of IT software and services.
Responsibilities
In this role, you will be responsible for delivering end-to-end procurements for IT services and software. You will work closely with business stakeholders to design fit-for-purpose and market-facing specifications and award criteria. Developing contractual documentation to support the Chief Digital and Information Officer's (CDIO) requirements, including performance management regimes, will be key to your responsibilities. You will utilize HMRC's e-sourcing tool to build and run sourcing events and manage the procurement process, including the evaluation and moderation of bids. Engaging with the supplier market throughout the procurement lifecycle, from market engagement to contract signature, will be an essential part of your role. You may also have line management responsibilities for a small team of 1 to 2 people.
Description
Our team works collaboratively across four locations, with monthly travel to share updates and collaborate in one of our offices. We are passionate about supporting our customers, improving our contractual agreements, and engaging with the supplier market to achieve high-quality outcomes for taxpayers. While HMRC has a 60% office attendance requirement, exceptions may be made based on individual circumstances. This is an exciting opportunity for you to develop your commercial skills within a supportive team and to contribute to high-value, complex projects. Over the last year, we have successfully delivered procurements totaling over £2.5 billion through various projects, and our future activity pipeline exceeds £4 billion. Your contribution to this team could make a significant impact.
