Requirements
Must:
We are looking for a candidate with proven leadership in strategic asset management and capital programme delivery. You should have significant experience in programme management and PMO oversight, along with expertise in procurement, contracting, and risk management. Strong financial acumen, including capital strategy and budget management, is essential. You must also possess excellent stakeholder engagement and communication skills, as well as the demonstrable ability to implement performance frameworks and drive improvement.

In this role, you will oversee governance and assurance of the Council-wide Capital Programme. You will lead the development and implementation of the Strategic Asset Management Plan and manage the Capital Programme PMO as a centre of excellence for project delivery. Setting the direction for procurement and contracts strategy will be part of your responsibilities, ensuring compliance and efficiency. You will champion collaborative working and continuous improvement across the organisation, report progress to senior stakeholders, and ensure robust governance processes are in place. Additionally, fostering a positive learning culture and customer-focused service delivery will be key aspects of your role.
